TRANSPORT (COMPLIANCE AND MISCELLANEOUS) ACT 1983 - SECT 196

The Head, Transport for Victoria may ask that a public transport plan be submitted

After receiving notification of an event, the Head, Transport for Victoria may, after consultation with each municipal council in whose municipal district the event is to be held, ask the organiser of the event to submit a public transport plan for the event to the Head, Transport for Victoria.
