(1) Instead of issuing a licence on an application under section 51(1) the Minister may, after having considered the matters mentioned in section 53, sell a licence—
(a) at auction; or
(b) by inviting tenders; or
(c) in any other manner that he or she thinks fit.
(2) If the Minister decides to sell a licence under subsection (1), he or she must cause a notice to be published in the Government Gazette and in a newspaper circulating generally in the area concerned—
(a) declaring that the licence is available for purchase by any person holding the qualifications specified in the notice; and
(b) giving details of the method by which the licence is to be sold; and
(c) specifying the conditions to which the licence will be subject and the period for which it is capable of remaining in force.

(3) For the purposes of this Act a licence sold under subsection (1) must be treated as if it had been issued to the purchaser on application by the purchaser under section 51(1).
