Victorian Consolidated Regulations Victorian Consolidated RegulationsRule 32.05, with any necessary modification, applies where the applicant is a party to a proceeding and there is reasonable cause to believe that the applicant has or may have the right to obtain against a person who is not a party relief which the applicant could properly have claimed in the proceeding had the person been a party.
