Victorian Consolidated Regulations Victorian Consolidated Regulations(1) For the purposes of section 72 of the Act, the Secretary may, in the Secretary's discretion, authorise in writing a fit and proper person to cultivate a narcotic plant as defined in section 70 of the Act for a use other than a therapeutic use.
(2) The holder of an authority under subregulation (1) is, for the purpose of that authority, authorised to possess the narcotic plant to which that authority relates for the purposes of sections 72, 72A, 72B, 72D and 73 of the Act.
