Victorian Consolidated Regulations Victorian Consolidated Regulations(1) If a proceeding involves a matter arising under the Constitution or involving its interpretation within the meaning of section 78B of the Act, the party whose case raises the matter must, unless the Court directs another party to do so, immediately file a notice of a constitutional matter.
(2) A notice under paragraph (1) must state—
(a) specifically the nature of the matter; and
(b) the facts showing that the matter is one to which paragraph (1) applies.
(3) The notice must be in Form 19A.
