Victorian Consolidated Regulations Victorian Consolidated Regulations(1) Each person in occupation of the land whose name the plaintiff knows shall be a defendant.
(2) If the plaintiff does not know the name of any person in occupation the proceeding may be commenced without naming any person as defendant.
