On receipt of an application under section 56 from a person born as a result of a donor treatment procedure, the Registrar must disclose to the person identifying information about another person if—
(a) the applicant—
(i) is an adult; or
(ii) if the person is a child—
(A) the person's parent or guardian has consented to the making of the application; or
(B) a counsellor has provided counselling to the person and advised the Registrar, in writing, that the person is sufficiently mature to understand the consequences of the disclosure; and
(b) the applicant was conceived—
(i) using gametes donated after 31 December 1997; or
(ii) the person was conceived using gametes donated between 1 July 1988 and 31 December 1997 and the donor has given consent to the disclosure.
