After section 43 of the Victorian Inspectorate Act 2011 insert —
(1) The Victorian Inspectorate may refuse to consider a complaint unless—
(a) the complaint is made to the Victorian Inspectorate in writing; or
(b) the complainant complies with a requirement made under subsection (2).
(2) If a complaint to the Victorian Inspectorate is not made in writing, the Victorian Inspectorate may require the complainant to provide a written statement in the form (if any) specified by the Victorian Inspectorate—
(a) confirming that the complainant wants the Victorian Inspectorate to consider the complaint; and
(b) specifying the details of the complaint.".
