At the end of section 78 of the Principal Act insert —
"(2) If a claim is refused, the claimant is not entitled to make a further claim against the Fund in respect of the same matter unless the Committee is satisfied that exceptional circumstances warrant the making of the further claim.
(3) The exceptional circumstances that the Committee may consider under subsection (2) include, without limitation, the identification of information that was not available when the original claim was made.".
