Victorian Numbered Regulations Victorian Numbered RegulationsThe owner of a road vehicle must not use the vehicle, or permit it to be used, to transport a placard load unless the vehicle is adequately insured or the owner has an approval under regulation 244 in relation to the use of the vehicle and is complying with all relevant conditions to which the approval is subject.
Penalty: In the case of a natural person, 53 penalty units;
In the case of a body corporate, 265 penalty units.
