Victorian Numbered Regulations Victorian Numbered Regulations(1) A licence to use blasting explosives may be endorsed by the Authority to allow the licence holder to manufacture a maximum of 50 kilograms of ANFO at any one time for his or her own use.
(2) A licence that is endorsed under subregulation (1) authorises the manufacture of the explosives as if it were a licence referred to in regulation 36.
