Victorian Numbered Regulations Victorian Numbered Regulations(1) A person must not use, modify or attempt to use or modify, or assist another person to use or modify an explosive to produce an explosive effect other than that for which the particular explosive was designed.
(2) This regulation does not apply to a person who is qualified or experienced in the use of the explosive and conducting research at—
(a) an approved industrial laboratory; or
(b) an approved research institution; or
(c) a place approved for the conduct of such activities.
