Victorian Numbered Regulations Victorian Numbered Regulations(1) The operator of a major hazard facility must, in relation to Schedule 9 materials that are dangerous goods, adopt risk control measures to eliminate so far as is practicable or, if it is not practicable to eliminate, to reduce so far as is practicable, the extent of damage to property that would be caused in the event of a major incident.
(2) A person who contravenes subregulation (1) is liable to a penalty not exceeding—
(a) 100 penalty units for a natural person; or
(b) 400 penalty units for a body corporate.
