convey incapacitated person
A vehicle registered or to be registered in
the name of—
(a) a charitable, benevolent or religious institution; or
(b) the Crown; or
(c) a public statutory authority; or
(d) a Council within the meaning of the Local Government Act 1989 —
if the vehicle—
(e) is specially converted to
provide wheelchair access to and egress
from the vehicle; and
(f) is capable of carrying at least one occupied wheelchair; and
(g) is or is to be
used for conveying an incapacitated person whose mobility
is seriously
impaired; and
