(1) A driver of a vehicle must not use a vehicle on a highway without bearing number plates affixed and displayed in accordance with this Part.
Penalty: 2 penalty units.
(2) The registered operator of a vehicle must ensure that a vehicle is not used on a highway without bearing number plates affixed and displayed in accordance with this Part unless where exempt under these Regulations or any other Regulations.
Penalty: 2 penalty units.
