Victorian Numbered Regulations Victorian Numbered Regulations(1) A rider is the person who is riding a motor bike, bicycle, animal or animal-drawn vehicle.

(2) A "rider" does not include—
(a) a passenger; or
(b) a person walking beside and pushing a bicycle.
