219. Validity of acts or decisions of the Youth Parole Board



An act or decision of the Youth Parole Board is not invalid only because-

   (a)  of a vacancy in the office of a member; or

   (b)  of a defect or irregularity in or in connection with the appointment
        of a member; or

   (c)  in the case of an alternate member, the occasion for that person
        acting for a member had not arisen or had ceased.
