18. Holding the event before there is an approved ticket scheme

The event organiser of a sports event must not, without reasonable excuse,
hold the event, sell tickets to the event or authorise (whether orally or in
writing) tickets to the event to be sold or distributed at any time between-

   (a)  receiving notice of the Minister's intention to declare the event for
        the purposes of this Act; and

   (b)  receiving notice of either of the following-

   (i)  the Minister's decision not to declare the event for the purposes of
        this Act;

   (ii) the Minister's approval under section 11 of a ticket scheme for the
        event. Penalty: 600 penalty units in the case of a natural person or
        3000 penalty units in the case of a body corporate.
