(1) In any case where
the Principal Registrar is not satisfied, he shall state the matters in
respect of which he is not satisfied, either to the applicant or to the
district agent transmitting the application.
(2) Such agent shall
then inform the applicant accordingly, and shall take such further steps as
may be proper to enable the applicant to satisfy the Principal Registrar in
respect of such matters.
