(1) The Governor may
make regulations prescribing all matters and things that, by this Act, are
required or permitted to be prescribed, or that are necessary or convenient to
be prescribed for giving effect to this Act.
(2) The regulations
may provide —
(a) that
contravention of a regulation is an offence; and
(b) for
the offence to be punishable on conviction by a penalty not exceeding a fine
of $20 000.
(3) Section 57(1) does
not apply to offences against the regulations.
