(1) The Governor may
make regulations prescribing all matters that are —
(a)
required or permitted by the Act to be prescribed; or
(b)
necessary or convenient to be prescribed for carrying out this Act.
(2) Without limiting
subsection (1), regulations may prescribe the fees to be paid for the purposes
of this Act and the persons liable for payment.
(3) The regulations
may provide that contravention of a regulation is an offence, and provide, for
an offence against the regulations, a penalty not exceeding a fine of $5 000.
