commencement day means the day on which section 8
of the amending Act comes into operation.
(2) On and after
commencement day, section 23(1) applies in respect of an uncertified
application made before commencement day as if section 23(1)(b) had not been
amended by section 8 of the amending Act.
(3) On and after
commencement day, section 23(2) applies in respect of a certified application
made before commencement day as if section 23(2)(b) had not been amended by
section 8 of the amending Act.
