A permit authority
must —
(a)
record the grounds on which a decision to refuse to grant a building permit or
demolition permit is based, and the reasons for the decision; and
(b) as
soon as is practicable, but in any case not later than 5 days after making the
decision, give to the person to whom the decision relates written notice of
the decision, together with those grounds and reasons, and the person’s
right of review under section 119.
