The Legislative
Council and Legislative Assembly, in their first session, and from time to
time afterwards as there shall be occasion, shall each adopt Standing Rules
and Orders, joint as well as otherwise, for the regulation and orderly conduct
of their proceedings and the despatch of business, and for the manner in which
the said Council and Assembly shall be presided over in the absence of the
President or the Speaker, and for the mode in which the said Council and
Assembly shall confer, correspond, and communicate with each other, and for
the passing, intituling, and numbering of Bills, and for the presentation of
the same to the Governor for Her Majesty’s assent.
