Before the first
meeting of the Legislative Council and Legislative Assembly the Governor in
Council may, in Her Majesty’s name, by instruments under the Public Seal
of the Colony, summon to the Legislative Council such persons, to the number
of 15, as he shall think fit, and thereafter may from time to time, as
vacancies occur, in like manner summon to the Legislative Council such other
persons as he shall think fit, and every person so summoned shall thereby
become a member of the Legislative Council.
