not apply to a pending application.
(1) Where an
application for a licence has been made in accordance with section 9, the
Commissioner may make such inquiries with respect to the applicant and the
application as the Commissioner considers necessary.

(3) The Commissioner
of Police shall, if the Commissioner so requests, investigate an application
received by the Commissioner under section 9 and, as soon as practicable after
completing the investigation, make a report to the Commissioner on the
investigation.
(4) As soon as
practicable after the Commissioner receives an application and has the results
of any investigation under this section, the Commissioner shall publish in a
newspaper circulating generally throughout Western Australia a notice giving
particulars of the application.
