(1) The Commission may
make a proposition that serious misconduct —
(a) has
or may have occurred; or
(b) is
or may be occurring; or
(c) is
or may be about to occur; or
(d) is
likely to occur.
(2) A proposition
under subsection (1) may be based on the Commission’s own experience and
knowledge, or assessment of a received matter, and independently of any
allegation referred to in section 25.
