(1) Subject to the
Minister, and in co-operation with the Director General, it shall be the duty
of a local government to administer and enforce the provisions of this Act
within its district.

(3) Where in the
opinion of the Governor the powers conferred by this Act on a local government
should be exercised by that local government in an area outside the district
the Governor may by Order published in the Government Gazette declare that for
the purpose of this Act the area is to be regarded as being within the
district and the provisions of this Act shall then apply as if in fact the
area were within the district.
(4) For the purposes
of this Act a district shall be taken to include the land lying between mean
high water mark at spring tides of the main sea and mean low water mark at
spring tides of the main sea adjacent to that district.
