to any extent, have effect as described in this Division (whether because a
matter is governed otherwise than by the law of the State, or for any other
reason), the corporation is to take all practicable steps for the purpose of
securing that the effect sought to be achieved by the transfer order and this
Division is achieved as soon as possible after the transfer time.
