If any person examined
as a witness under section 12 receives the certificate therein mentioned (but
not otherwise) he shall be freed from all criminal prosecutions and penal
actions, and from all penalties, forfeitures, and punishments to which he was
liable for anything done before that time in respect of the matters touching
which he is so examined:
Provided that nothing
herein contained shall make such certificate pleadable in bar of any
indictment or information brought against such person for perjury committed in
such proceedings as aforesaid.
