(1) The Board may
—
(a) sit
at any time or place;
(b)
adjourn proceedings from time to time and from place to place;
(c)
refer a matter to an expert for report and accept the expert’s report in
evidence.
(2) The Board must
give the parties to proceedings reasonable notice of the time and place of the
proceedings.
(3) A party is
entitled to appear before the Board personally or by counsel or other
representative.
(4) A party must be
allowed a reasonable opportunity to call or give evidence, to examine or
cross-examine witnesses and to make submissions to the Board.
(5) The Board may make
a determination in any proceedings in the absence of a party to the
proceedings if satisfied that the party was given reasonable opportunity to
appear but failed to do so.
(6) At the conclusion
of proceedings, the Board must give to each party a written statement of the
reasons for its decision.
