(1) In any proceedings
in any court or before any person acting judicially, a copy of all or part of
any operating requirements or participation rules appearing to be certified by
the Registrar to be a true copy of those requirements or rules as at any date
or during any period is sufficient evidence of those requirements or, as the
case requires, those rules as at that date or during that period in the
absence of proof to the contrary.
(2) The Registrar must
make certified copies of the operating requirements and participation rules
available on request and payment of the prescribed fee (if any).
