every retail licence that —
(a) if
the licensee is designated under section 71(1) for a designated area; and
(b) so
long as the designation under section 71(1) remains in force,
the licensee will
perform the functions of the supplier of last resort for the designated area,
and in particular will carry out the arrangements and provisions in the last
resort supply plan if it comes into operation under section 70.
