(1) The Agreement is
approved.
(2) Notwithstanding
any other Act of the State, the State has, and any Ministers of the State
therein mentioned or referred to have, all the powers, discretions and
authorities necessary or requisite to enable it or them to discharge the
undertakings given by the State in the Agreement, in a manner wholly
consistent with the terms of the Agreement; and anything done in the exercise
of those powers, discretions or authorities shall be lawful, notwithstanding
the provisions of any other Act.
