(2) On receiving a
report or reports mentioned in section 106(1)(a), (b) or (d), the Minister may
allow or dismiss the appeal to which that report relates and the decision of
the Minister under this subsection shall be final and without appeal.
(3) Subsection (2)
does not apply to an appeal referred to in section 101(2d).
