(1) The Appeals
Convenor may convene an appeals panel whenever the Appeals Convenor considers
it is necessary or desirable to do so for the purpose of advising the Appeals
Convenor on matters arising in an appeal.
(2) An appeals panel
shall consist of one or more persons who, because of professional or other
qualifications or experience, is or are in the opinion of the Appeals Convenor
qualified to give advice on matters arising in an appeal.
(3) A member of an
appeals panel shall be paid remuneration and allowances as if the member were
a member of an appeals committee.
