(1) The Minister or
the Authority may establish such groups, committees, councils and panels
—
(a) as
the Minister or the Authority thinks are necessary for the purpose of advising
on the administration of this Act; and
(b) with
such terms of reference in each case as the Minister or the Authority thinks
fit.
(2) The Minister or
the Authority may appoint such persons as the Minister or the Authority thinks
fit to any group, committee, council or panel established under subsection
(1).
(3) A member of a
group, committee, council or panel appointed under subsection (2) is entitled
to such remuneration and allowances as are on the recommendation of the Public
Sector Commissioner determined by the Minister or the Authority, as the case
requires, in the member’s case.
(4) The terms and
conditions, other than those referred to in subsection (3), applicable to or
in relation to a person appointed under subsection (2) shall be as determined
by the Minister or the Authority, as the case requires, from time to time
either generally or with respect to a particular appointment.
(5) A person appointed
under subsection (2) is not by that reason alone an officer of the Public
Service of the State.
