(1) The appellant must
give notice of the appeal to —
(a) the
other party or other parties to the proceedings before the State
Administrative Tribunal; and
(b) any
other person to whom the Court may direct that notice be given.
(2) The appeal may be
determined if, in the opinion of the Court, sufficient notice of the appeal is
given to each person who ought to be notified of the appeal.
(3) This section does
not apply if section 25 applies.
