By-laws may be made
for the purposes of and in accordance with the Agreement and the by-laws
—
(a) must
be published in the Gazette ;
(b) take
effect and have the force of law on their publication in the Gazette , or at a
later date fixed by the by-laws;
(c) may
prescribe penalties not exceeding $1 000 for a breach of any of the by-laws;
(d) are
not subject to section 42 of the Interpretation Act 1984 , but must be laid
before each House of Parliament within 6 sitting days of such House next
following the publication of the by-laws in the Gazette ; and
(e) may
be altered and repealed in accordance with the Agreement.
