Where the Minister is
of the opinion that —
(a) the
health or welfare of any person is or may be at risk and circumstances exist
in relation to that person that would justify a complaint being made under
this Act; or
(b) it
is in the public interest on a matter of general importance relating to health
that an investigation be carried out,
the Minister may
direct the Director to conduct an investigation under this Part with such
terms of reference as the Minister may specify.
