Whenever any local
government enters into a contract with any person for the execution of any
works referred to in section 112(1) such local government shall thereupon
publish in some newspaper circulating in the district the scale of charges
fixed by the contract; and if any person neglects or refuses to pay to the
contractor any charge made by him under his contract with such local
government for services rendered on behalf of such person, such charge may be
recovered by the contractor or by the local government on his behalf from such
person by action in any court of competent jurisdiction.
