(1) Any vessel lying
within any river, harbour, or other water, not within the district of a local
government, shall be deemed to be within the district of such local
government, as the Governor, by notification in the Government Gazette ,
declares, and where no such notification has been given, then of the local
government whose district is nearest to the place where such vessel is lying.
(2) This section shall
not apply to any vessel which is under the command or charge of any officer
bearing Her Majesty’s Commission, or to any vessel which belongs to the
Government of any Foreign State.
