(1) Any person
aggrieved by any order or decision of a local government may apply to the
State Administrative Tribunal for a review of the order or decision.
(2) Upon the local
government being given a copy of an application made under subsection (1) for
review of a decision or order, any proceedings commenced by the local
government under the decision or order to recover expenses incurred by it
shall be stayed.
