Any local government
may appear before any court or in any legal proceeding by its secretary or by
any officer or member authorised generally or in respect of any special
proceeding by resolution of such local government, and the secretary or any
officer or member so authorised shall be at liberty in the name of the local
government to institute and carry on any proceeding which such local
government is authorised to institute and carry on under this Act.
