(1) All public sewers
in a district made or to be made at the cost of or acquired or to be acquired
by a local government, with all the works and materials belonging thereto and
the management of the same, shall vest in and belong to the local government.
(2) The Governor may
place under the control of the local government any public sewer in the
district not made at the cost of the local government.
