(1) Every person who
shall erect, construct, or place any building, wall, fence, or obstruction in,
upon, or over or under any sewer, so as to interfere with or injuriously
affect such sewer in the carrying away of sewage or drainage, and every person
who shall obstruct, fill in, close up, or divert any sewer without the
previous consent in writing of the local government, commits an offence.
(2) The local
government may perform any works necessary for restoring or reinstating such
sewer; and the person offending shall be liable to pay the local government
all expenses incurred in performing such works. All such expenses may be
recovered in any court of competent jurisdiction.
