(1) The Governor may,
on the recommendation of the Joint Venturers, make by-laws in accordance with
and for the purposes referred to in the Agreement.
(2) By-laws made
pursuant to this section —
(a) are
not subject to section 42 of the Interpretation Act 1984 but shall be laid
before each House of Parliament within 6 sitting days of such House next
following publication of the by-laws in the Government Gazette ;
(b) may
provide that contravention of or failure to comply with a by-law constitutes
an offence and provide penalties not exceeding $100 for offences against the
by-laws.
