The State has, and can
have, no liability, and is taken never to have had any liability, to any
person to pay damages, compensation or any other type of amount connected with
any of the following occurring or arising at or after introduction time
—
(a) the
Minister’s consideration of any proposals, or purported proposals, under
clause 7 or 8 of the Agreement;
(b) an
omission of the Minister to consider any proposals, or purported proposals,
under clause 7 or 8 of the Agreement;
(c) any
other conduct of the State, or of a State agent, under, or in relation to,
clause 7 or 8 of the Agreement.
