Commissioner’s functions under this Act are to do anything which the
Electoral Commissioner is authorised or required to do under this Act and,
where the Electoral Commissioner is responsible for the conduct of the
election, to do anything which is necessary or expedient for the proper and
efficient conduct of the election.
