(1) An affected person
may object to a decision if the person has not applied under this Division for
a review of the decision.
(2) The objection is
made by preparing it in the prescribed form and lodging it with the local
government in the prescribed manner within 28 days after the right of
objection arose [i.e. within 28 days after the decision] , or within such
further time as the local government may allow.
